http://www.createforless.com/Wrights+Metallic+Bias+Tape+Single+Fold+Gold+4+yards/pid36138.aspx they list international shipping as a possibility, but I don't know whether you consider their rates "reasonable." I've bought trims and notions from them in the states, and found them pretty reliable.
If you're down to golden yellow (not metallic finish) and you're thinking of polyester ribbons, consider using a wired edge ribbon, and removing one wire before beginning to apply. Stitch the un-wired edge to the hem, and use the wire in the inner edge to gather the ribbon evenly on the inner edge. You can remove the wire after you've tacked down the second ribbon edge, or if you want, you could leave it the support the hem flare effect seen in the drawing.
It's a thought.
