      A federal appeals court Thursday ordered a new jury trial for a
      controversial case in which California police smeared burning pepper
      spray into the eyes of nonviolent environment protesters in 1997. The
      9th Circuit Court of Appeals, in a unanimous 3-0 ruling, reversed a 1998
      court judgment which found police used ''reasonable force'' in their
      clashes with nine anti-logging protesters in and around northern
      California's Humboldt County.
