I think that the evacuation and brohaha about "Subsidence" in the area is unfounded. Especially across the street and up a hill from where Juan Francisco Pineda was killed.
My opinion of the collapsed building, from speaking with reporters on the scene who shared some of the interviews they had with witnesses, and from geologic maps of the area and obervation of the site since the collapse is that the problem was greed and incompetence, not an underlying geologic condition.
One witness told the reporter that poorly supervised day labor was doing most of the work on the stem wall replacement and that the crew changed daily. Blaming it on an underlying geologic condition probably served only to save the butts of the Building Department and their inspectors who failed to properly inspect the job. Since then the Building dept has shifted many inspectors to low income apartment inspections. One even mistakenly appeared at my door wanting to check the linoleum on the 6th floor of my single story house.
Geologically there is water int he area of the collapsed building. Ground water flows through the alluvial fill between the hills-most notably down Echo Park Ave and Morton Ave.
I can't speak on this specific HUD property sale issue except to say that during the "Battle of the Alice Chang Project" Manon Tree was very successful in speaking with one of the honchos of HUD for our area who gave her a lot of information. When we went back together I made the mistake of taking notes and he was less forth coming.
And yes I agree that Echo Park needs to protect its low income housing. If I wanted to live in Santa Monica I would have stayed there.

The issue here is not about affordable housing. My concern here is that
government officials devised a plan without public input or comment and then
lied about their intent and building's problems to the general public.
They, officials with HUD, the office of councilman Hernandez and Congressman
Becerra, at first told residents and the press that the building was unsafe
and in danger of collapse. It was not and later conceded that they had never
conducted any structural or geological studies. Then they told folks it
would be put on the market to give private investors a shot at it before
making it available to non profits. Again, that was not the case.
The people who lived at 1120 Echo Park Ave. were evacuated on short
notice based on the false sense alarm created by public officials. These
residents were scattered to local motels. The LA Independent reported that
some of these displaced residents found themselves locked out of their motel
rooms after HUD failed to pay the bills. Many are angry about losing their

affordable housing as is done in every other city in the nation. Instead, we
have disrupted the lives of these folks without cause and who are probably
