      I think the definitioon of a stakeholder be more restriction:  have to live here, work or own a business, have a real connection.  This vague allegiance to a church, shopping, nostalgia about Echo Park Lake floating a boat as a child just don't do it.  
      they are making decisions for Echo Park residents - but not impacted by those decisions as they go back to their own communities.
      Also feel participation in a NC should be for only one council...

      Central/NELA/East NC Board members,
      The Board of Neighborhood Commissioners is asking NCs throughout the city to weigh in on the question of Factual Basis Stakeholder.  We looked at what the three city wide working groups recommended and from that we tried to formulate a consensus motion.  We will take up this motion again at our meeting on May 20th.  Before we take any final action on what we might recommend to the city council we want to get input from as many NCs as possible.  If you have not already considered this motion we’re asking that you put it on your agenda.  Do you support the proposed motion; do you think it should be modified or even discarded?  Please let us know before our meeting in May. If you pass a motion please email it to Janet Lindo (janet.lindo@... ); she will see that we get it.  Or send someone from your NC to the meeting to let us know your position on this subject.
      The motion currently before the Commission is as follows:
      Resolved, the Board of Neighborhood Commissioners recommends that sections of the city’s Administrative Code which touch upon neighborhood council stakeholders be amended as follows:
      (1) remove the requirement that neighborhood councils provide governing board positions for factual basis stakeholders;
      (2) allow each neighborhood council to determine the number, if any, of governing board seats that be allocated to factual basis stakeholders;
      (3) remove the current definition of factual basis stakeholder; and
      (4) allow each neighborhood council to adopt its own definition of factual basis stakeholder.
      Thanks for all you do and thanks for giving the Commission the benefit of your thoughts on this matter.
