      Subject: Neighborhood Council Plan Approved by Council

      The City Council today unanimously approved the "Plan for a Citywide
      System of Neighborhood Councils." Certain parts of the plan will be
      contained in an ordinance. The second and final vote on the ordinance
      will be a week from today, May 15. It will then go to the mayor who has
      the ability to sign or veto it.

      The plan, which was substantially changed from the initial version
      produced by the Department of Neighborhood Empowerment (DONE), spells
      out the process that groups must follow to be officially certified as
      neighborhood councils. You can read the entire plan at

      Assuming the ordinance is given final approval without changes, the DONE
      will begin accepting applications from petitioning neighborhood councils
      October 1. Several council members and members of the public noted
      shortcomings in the plan, but ultimately it was agreed that there will
      be plenty of opportunities to make improvements ... the first of which
      may occur following the election of the new mayor and six city council
      members.
