Checked my notes, they are supposed to be checking local access at Scott and Echo Park, otherwise they'd end up clogging Scott all the way down to the park just to be turned away and to then go down Portia (which wouldn't make any sense if we're trying to protect these streets from traffic).

DOT will (err, should) be present at the end of the game to help with traffic flow, but my concern is presence before the game - that's supposed to keep people from going up Scott Avenue and into the Stadium.
