EQ Stitch will absolutely do this for you. I have a question though. What are you stitching the design onto? Remember, digitizing is just the first step to creating a machine embroidered project. Your choice of thread, fabric, stabilizer, and needle will make a difference to the digitized design. I don't usually do a double run stitch because if the fabric is not stabilized well, or hooped well, the running stitches may not be exactly on top of each other. Also, if you are using it as a quilting stitch, the batting in the quilt block can shift slightly while stitching and cause the stitches not to lay directly one on top of the other. If the reason you want a double run is to have the stitches be more pronounced, why not consider just using the bean stitch (also called triple stitch)? This way the design has the stitch thickness and you do not have to worry about it aligning one run on top of the other. The stitch choice is yours, but I usually suggest digitizing with the bean stitch for worry free linear designs.
