      Hessy Phelan
      Murdered on 21 January 1996

      Hessy Phelan, a former member of the Irish Republican Socialist Party
      and the Irish National Liberation Army from Derry, moved to New York
      City, leaving behind the Troubles in the North of Ireland.

      On 21 January 1996, a friend of Phelan's asked her boyfriend, a New
      York City police officer with a record of excessive force complaints,
      to take Phelan to his apartment. Once there, according to witnesses
      and trial testimony, the officer shot him in the head. The officer was
      convicted of manslaughter in 1999.

      A memorial to Phelan and two other comrades was unveiled in the
      Bogside area of Derry on 13 July 2003.

      He died as he lived: as a Republican Socialist. Remember him with
      honour and pride.
