      The heat comes from the release of energy as the water and ethanol molecules take up a new configuration in the mix.  Quite a number of compounds show this behaviour, some giving out heat and others absorbing heat. Quite a well-known one of the heat absorbing reactions is when you mix salt with ice ... used to be the basis of those old ice-cream makers.  It's not a chemical reaction, in that chemical bonding is being changed, it's to do with the way in which molecules pack together in a mixture, and has to do with the attraction that molecules have for each other at a distance.
