What strength is the "standard solution" ?

"Permanganate (or Barbet) time. A laboratory test used for assessing the
quality of samples of industrial or beverage alcohol. It is the time
required for an alcohol sample to decolorise a standard potassium
permanganate solution. The time is an indication of the reducing
(deoxidising) power of the sample, and is considered to be a crude measure
      of the presence of cogeners"
