        Aren't governments just to precious for words - they can't draw the
        connection between gouging the populace and encouraging illicit
        activity. Here in Queensland (Australia), we have a Premier who
        takes the high moral ground on smoking (though he's generally not too
        bad as politicians go), and whacked an arbitrary extra tax on tobacco
        products some time ago. Now, surprise surprise, Queensland is
        developing a problem with "chop chop", bootleg tobacco. You'd think
        they would work out that if taxes make a big enough difference
        between the cost of production and the retail price (of anything),
        *someone's* going to find it worthwhile to go outside the law.

        BTW - I'm a non-smoker :-)
