      On Monday, July 1, 1974, @ 12:01AM, under a newly adopted City Charter, the self-supporting city-owned transit agency, the Detroit Department of Street Railways (DSR), became a newly formed city department known as the Detroit Department of Transportation (D-DOT).

      The new charter also abolished the former Board of Street Railway Commission, the governing authority of the DSR, and gave sole authority to a Director of Transportation. An Advisory Commission of no less than five members was also formed to only make recommendations.

        On Sunday, June 6, 1948, the Gilbert Terminal and Garage opened as the first DSR facility built solely for bus usage. It was named in honor of Samuel T. Gilbert, a post-WWII president of the Detroit Street Railway Commission, and an advocate of a DSR all-bus operation.

        During the mid-1940's, the DSR was continuing its move in a direction from a street railway operation, to an all bus operation by the late-1950's. A storage facility was needed to house the new fleets of buses the department began purchasing after WWII. Property was purchased just off of the proposed Crosstown Expressway (now the Edsel B. Ford (I-94) Freeway), near Grand River.

        The facility was completed before that stretch of the expressway was constructed, and was originally located on Wabash Street, between Stanley and W. Kirby streets.

        The smaller-size Gilbert Terminal has always remained an all bus facility.
