      Olga,

Translation of the names of subdivisions of legal
enactments (předpisy) can be very tricky in part because the terms used are not
chosen based on some logical necessity, but are in my view really more of a
convention. Hence, it cannot be said there is a naturally corresponding term in
one language for that in another. Also, the Federal Code has a rather extensive
and complex structure. If there is rhyme or reason to it, I have never figured
it out. What I propose is that you just use the terminology employed in the
most complex Czech enactment - Občanský zákoník.
Here is the structure of the Federal Code:
      Title
      (Subtitle)
      Chapter
      (Subchapter)
      Part
      (Subpart)
      Section
      (Subsection)
      Paragraph
      (Subparagraph)
      Clause
      (Subclause)

Here is the structure of Občanský zákoník
      Část
      Hlava
      Dil
      Oddíl
      Pododdíl
I wouldn’t say there is an exact correspondence but, you
could match them up roughly as follows:
Title Část [I don’t find a word corresponding to podčást]
      Chapter Hlava [I don’t know
if podhlava is really a word]
      Part Dil [I don’t
know if oddil corresponds to subpart or whether really oddil and pododdil
      should be matched up]
      Section I’m never
sure whether this should be paragraf or odstavec

I would definitely not translate Title as “svazek”.
In any case, here is a portion of your cited part of the
      Federal Code
      “Title
      28: Judicial Administration

      CHAPTER I: DEPARTMENT OF JUSTICE

PART 16: PRODUCTION OR DISCLOSURE OF MATERIAL OR INFORMATION

Subpart C: Production of FBI Identification Records in Response to Written
      Requests by Subjects Thereof

16.34 - Procedure to obtain change, correction or updating of identification
      records.

If, after reviewing his/her identification record, the subject thereof believes
that it is incorrect or incomplete in any respect and wishes changes,
corrections or updating of the alleged deficiency, he/she should make
application directly to the agency which contributed the questioned
information. The subject of a record may also direct his/her challenge as to
the accuracy or completeness of any entry on his/her record to the FBI,
Criminal Justice Information Services (CJIS) Division, ATTN: SCU, Mod. D-2,
1000 Custer Hollow Road, Clarksburg, WV 26306. The FBI will then forward the
challenge to the agency which submitted the data requesting that agency to
verify or correct the challenged entry. Upon the receipt of an official
communication directly from the agency which contributed the original
information, the FBI CJIS Division will make any changes necessary in
accordance with the information supplied by that agency.”

The text you cite does not indicate a Chapter, so Hlava
falls out, and does not indicate a subpart, so oddil or pododdil falls out, so
      you are left with:
      Část 28
      Dil 16
      Odstavec 34

      I hope that is helpful.

      Mark
