      I believe the American Translators Association (although I could be
      confusing it with another organization) does choose a president-elect
      who gets on-the-job training for a full year by serving as a sort of
      co-president alongside the current president (i.e. the previous term's
      president-elect, elected a year back). So the text was not badly
      written, it just reflects unusual institutional practices.
