      Disaster Declared in Three Bolivian Departments

      LA PAZ, February 28.- President Evo Morales declared a situation of
      national disaster on Wednesday in the provinces of Cercado, Marban
      and Moxos in the northeastern Bolivian department of Beni, hard hit
      by two weeks of flooding.

      The government also announced its offer of help for small farmers
      affected by the unrelenting rains and issued a decree that reprograms
      the debts over 20 years with a six-year grace period.

      The decision to declare the disaster came at a cabinet meeting that
      reviewed the flood damage to the nation's economy, estimated at $230
      million US, reported Prensa Latina.

      The rains are associated with the El NiƱo southern oscillation that
      has affected more than 72,000 families throughout Bolivia, especially
      in the departments of Santa Cruz, Beni, Potosi and Cochabamba.
