      LONDON (Reuters) - Just as the country recovers from the Arctic blasts of last week it now faces flooding as melting snow combines with heavy rainfall and high winds.

      Several bands of rain will sweep across the country bringing unseasonably milder temperatures of around 14 Celsius.

      The heavy rainfall, which is not expected to ease until the weekend when northerly winds blow in, could bring localised flooding to parts of the country because the ground has become saturated.

      "The dramatic change from cold, icy conditions last week to unsettled, wet and windy weather is fairly typical," Keith Groves, Head of Forecasting at the Met Office said on Tuesday.

      The Environment Agency has issued 38 flood warnings in East Anglia, the Midlands, the north east and parts of the southern England and Wales. There has already been flooding in York.

      The Environment Agency estimates about five million people live in flood risk areas in England and Wales. Over the last few years, parts of the country have experienced severe flooding. A little over three years ago the worst flooding in more than 50 years was experienced.
