Subject: RE: E-mail from Pat Neuman
you said in your attached 9/22 message to NCRFC staff:
"The personal views and opinions contained in the e-mail below, from
Pat Neuman, do not reflect the policy or conclusions of NWSH, CRH or
the NCRFC. Dean Braatz, HIC"
This frequent reference by you and others to not use e-mail to express
personal views is hampering the efforts of NCRFC staff, in my view,
to use e-mail at all, since nearly all e-mail messages have elements
that may be interpreted as expressing personal views.
For example, the message that you sent on 9/19 on "Kuehnast Lecture"
may be interpreted as expressing person views.

Subject Kuehnast Lecture
The Kuehnast Lecture Series will be held on Friday October 6,
2000 ... at St Paul Campus, UoMN. This years' presenter is Roger
Pielke, Jr. of the National Center for Atmospheric Research. His
talk: "Beyond Global Warming Yes or No" examines the assumptions of
prediction and prevention that underlie the present response to
climate change and suggests that they are flawed, and perhaps even
leading to climate policies destined to fail. The talk suggests an
alternative approach to responding to climate change, and the
resulting implications for science, policy and issue advocacy.
NCRFC staff are encouraged to attend this event, and if need be, up
to 3 hours of comp time are authorized.
