RSS stands for "Really Simple Syndication". It's a way of syndicating
news so that users can sample and collect sources of information from
multiple Web sites and assemble it all in one place. Do a Google
on "RSS" for lots more information about it.

To see one example of it in action with Yahoo mailing lists, go to
      http://www.gpsgames.org/component/option,com_weblinks/Itemid,4/catid,7
2/ . Look on the right side of the page. There, you'll see RSS
snippets of the latest message from five Yahoo mailing lists. You can
click on any one of them to go the Yahoo archive itself to read the
      full email.

Bad is a subjective term. The proposed solution (moderating new
users) is a very workable solution that will catch 99.9% of the spam.
If the two moderators check the list at least once a day, the method
will work splendidly. It's the system used on the five mailing lists
above and you can go back and you won't find any spam at all.
