I figured mailing it from Bastrop had the best chance of getting to TPWD today or tomorrow since the mailing address is Bastrop. But I found out that everything mailed at the Bastrop PO is picked up at 4:30 pm and taken back to AUSTIN, processed there, then returned to Bastrop for delivery. So instead of mailing it there, I took our passport back to the Del Valle PO on highway 71 (just west of ABIA) and mailed it there. The clerk said it should get delivered by tomorrow.
