      This isn’t a CMS prompt in the normal sense (ie a prompt from a CMS). It is
      the special format that was needed to fool RMS Express into thinking it is
      talking to a CMS when it is really talking to BPQMailChat.

      trying to forward a bulletin, FA B KB2VXA WW PACKET 7333_VK6ZRT 1227
      Receives a CMS Prompt, it just looks like GB7COW-3 is his Telnet server
      application, and not the BBS Application SSID if used, ether GB7COW
      Applications are may be mixed up or the connecting station is connecting to
      the wrong call sign.

      It doesn't matter whether you are using RMS Express - if the RMS Express
      User flag is set, mailchat will send the special format SID and prompt. If
      you don't have the flag set, but are seeing those messages, then there is a
      bug. I'm away from home for a few days, but will check the code when I get
      back.

      This was a workaround for bug/feature in RMS Express, which has since been
      fixed. It should only be sent if the "RMS Express User" flag in the
      connecting user's user record is set. This flag is no longer needed with the
      latest RMS Express.
