Here is Win98, previous bpq32.dll was placed just in windows\system.

I'm noted small problem:
If I call station but don't wait for its comming, I'm press D to
disconnect, TNC stops calling in Pactor, but looks like don't
de-attach pactor port...
After this case no more pactor connects is possible,
think something is going from under control in this place, hi
