You can try disabling UAC in Windows 7...
Go to the Start menu...and type in the search windows, "UAC" without the quotes
You can disable it from there..
If not email me off-list your email address, and I can send it to you..it's less than 2 MB

      Hi

I hope someone could help me with my programming problems on my BCD 396 XT scanner.  Maybe someone in the Fort Wayne In. area or anyone for that matter.    . I subscribed to radioreference for 6 months .My most serious problem at this time is I cannot get my computer to allow me to download freescan. When ever I down load it I get the message freescan has stopped working.  I have windows 7. Itseems like a computer problem to me.. And I am not computer savy enough to figure it out. If you could help I would be extremely grateful or refer me to someone who could.  Thanks, Mike

You need a program like ARC or Freescan that know the proper commands to
read the radio's programming and convert that into a file (s) that ARC or
Freescan can use to let you change or update the programmed frequencies,
        systems and groups.

There are no "files" on the radio.
