      It's not the instructions that are that way - most weather alert units
      use the terms interchangeably. SAME is based on FIPS, so it's easy to
      see why that is the case. I think even NOAA uses them each in different
      places.

      That said, you cannot scan and use SAME at the same time. You can use
      either one or the other. There are no Systems or Groups for SAME slots.
