ChronicleWatch: 17 SF parking meters still missing

The poles are still open at Ninth Avenue and Clement Street in San
Francisco. No parking meters have been put on top of these 17 poles,
which were installed before the corner Walgreens opened in June. That
lets people park free for hours in the spots, in a neighborhood where
short-term parking is scarce. The city says Ninth and Clement can
wait -- it's installing electronic meters all over town, and will get
to the 17 headless meters when it gets to them.
