      Is 17 a prime number? You bet. Consider these 17 meterless poles at
      Ninth Avenue and Clement Street. Park by one and you're in prime San
      Francisco real estate: a free space and no time limit. But otherwise,
      you might feel like the odds and the parking gods are against you.
      The city says Ninth and Clement can wait -- it's installing
      electronic meters all over town and argues that nonfunctioning meters
      are everywhere. But 17 at one intersection?
