Your devotion to the purity of BACnet is admirable, Carl. But perhaps it’s that devotion that blinds you to the elephant in the room.
And that is the decade long discussion and the contortions elaborated in this email thread demonstrates that BACnet is incapable of meeting the requirements of the Lighting Application.
We do seem to agree on the solution for this problem: make a gateway to DALI.

As I see it, the write-group service is an important part of BACnet's lighting control solution. In its absence, there is little to be done to ensure timeliness of lighting control.
But as you have noted, if insufficient forethought is given to its deployment, there will be signficant repercussions.
Instead of using global broadcasts, I think that the use of network directed broadcasts is desirable (did we not make changes to the addenda to make this clear). When engineering lighting installations it would make sense to take into account the needs of lighting and structure the networks such that related lighs are located on the fewest number of BACnet networks as is possible.
