      A very fair and trackable system has been stated as the policy of the
      Current Rokkhealdan (sorry for mis-spelling I am at work and don't
      have it memorized), Seneschal that resolves all issues of cheating,
      stuffing and keeps the process above board without changing, modifying
      or altering the rules on those that have already voted.
