Not if it is an official SCA College. (ie an recognized SCA geographical entity of the form "College" - or Port or Stronghold for military bases).  These were specifically designed to have considerably looser reporting requirements that other groups, with the assumption that the members may be away from or unable to pursue their SCA activities for extended periods of time due to mundane concerns.  These types of groups can even go quietly inactive in all their members leave, and sit there waiting to be reactivated when someone new comes along, rather than dissolving the group and going through incipiency agan like a regular local branch would.
