      Well, Mike - you're almost there.

      There are only three towers/zones that are guaranteed to carry all the
      law enforcement talkgroups:
      Thompson Peak (north Scottdale, with a commanding view of the east
      valley), Criminal Courts Building (downtown Phoenix), and White Tank
      Mountain (far west county).

      Superstition is not one of these. In fact, I don't know of a site named
      Superstition. Perhaps you mean the one at the SE Courts Building at 800
      S Mesa Drive. If your radio gloms on to that control channel, then you
      will only hear talk groups that are affiliated with it at the current
      time.

      Here's a scenario for you. Your radio has decided to listen to the SE
      Mesa zone control channel. (It picks the first control channel you have
      programmed that it finds a signal on). Deputy Joe Schnitzelfratz
      leaves the district 1 station a block away from the SE Mesa system and
      turns on his portable radio which is set for the East talkgroup. It
      affiliates with the SE Mesa system. Presto. You start hearing East
      talkgroup channel on that system's voice channels. Since your scanner
      has a strong signal from SE Mesa's control channel, you stay locked on
      that system, while he drives down the street and out to Queen Creek.
      Somewhere along the way, his radio loses contact with the SE Mesa
      control channel, and his portable switches over to some other zone
      (probably Thompson Peak). The master controller is told that this
      radio is no longer on SE Mesa's control channel, and it tells the SE
      Mesa controller "he's gone, Jim". Since that was the only unit on SE
      Mesa interested in the East talkgroup, the controller for that zone
      tells the master controller "Not interested in East any more." You, my
      friend, just lost until somebody else comes along and affiliates with SE
      Mesa with a talk group you're interested in.

      Another scenario -- Joe S...z stays at the district substation, but
      flips his radio from East to East Car to Car talkgroup. Since he was
      the last one on East, the zone no longer participates in East
      transmissions, but instead now participates in East C/C transmissions.
      Now you get to hear the chit chat, but you miss the main channel until
      he switches back. Lets say a Parks and Trails deputy stops by the
      district and his radio happens to re-affiliate with SE Mesa. Now,
      whether either of them transmits or not, you'll be able to hear Lakes
      and East C/C.

      This is why it seems you're only getting partial transmsions.

      Lock out local that control channel. Listen to Thompson Peak (859.2625
      and 860.2625) ONLY. Any MCSO stuff that's on the local zones, like
      District 1 units, will be on Thompson Peak as well. Then if you don't
      want to listen to westside units, or Scottsdale pd, Surprise pd, Adult
      Probation, Parks and Recreation, or the Sun City West Posse, then ID
      scan and turn off those talkgroups. Turn on the ones you want to hear.

      If you really find talk groups on the local repeater that are NOT also
      on Thompson Peak, then set up that local zone's control channels as a
      completely different SYSTEM on your 396 (you can cut/pase the
      talkgroups), and scan both of them. You can even put them on the same
      System Quick Key (SQK) so you turn them on and off at the same time, or
      you can put them one of the other 99 keys.

      Then tell me what you think you're missing, if you're missing anything.

      I went ahead and programmed all the control freqs for the Thompson peak
      and Superstition area as well. I hear 1/2 of a transmission at times.
