"Waste Seperation key for success"- AD

Alternattiva Demokratika-The Green Party notes with satisfaction that the National Statistics Office is carrying out a household waste composition survey spread out over a year, in collaboration with the Department for Waste Management. "This exercise will help establish a pattern of daily waste generation and the information gained from this exercise is essential for a successful waste policy", said AD's spokesperson for the environment Mark Causon.

The most worrying aspect of this study  is that 10 % of the waste collected is made up of plastic material, mostly used for packaging.  The Green Party spokesperson for the environment Mark Causon  added that : “Plastic is not reusable is very difficult to recycle. Plastic is not biodegradable, emits hazardous fumes if incinerated and is destructive to the marine fauna and flora if it ends up in to the sea.  The disposal of non reusable or non recyclable packaging threatens our quality of life”.

In the light of all this The Green Party supports fiscal incentives for the use of recyclable and reusable containers and the application of the polluter pays principle on those who produce such packaging.  “It is positive that 4% of the waste is still made of glass bottles which can be re used or recycled.  One hopes that fiscal incentives will increase the percentage of reusable waste out of the total percentage of waste. This is vital for the sustainable development of our country”, said Mark Causon.

The Green Party's spokesperson for the environment added that on a positive note the survey  also shows  that most of the waste generated can be recycled and re used.  In fact organic waste  makes of the highest proportion of waste. This amounted to 59 per cent of the total waste. Paper, cardboard and cartons were next in line, occupying an average of 7.5 per cent apiece of the family dustbin. 5% of the waste generated is made of textile material.

Mark Causon expressed AD's concern that small amounts of hazardous waste are presently mixing with other kinds of waste. "It is positive that less than 1% of the waste generated is hazardous. Yet the fact that this hazardous waste exists is still very serious in the absence of a proper waste seperation policy. There is a serious risk that the compost produced from organic waste is being  polluted by hazardous waste.   This also shows the importance of an educational campaign through which people would learn to identify and seperate the different kinds of waste.  The Progett Skart leaflet is a promising beginning. This should be accompanied by an intensive educational campaign in schools and in the media".

"Waste seperation, together with waste minimization are the main keys for the success of the country’s waste policy. Everyone should be considered an important stake holder in  our country's waste policy. 'Civil society' stakeholders such as non-governmental organisations (NGOs), local councils and the general public  should have a very important role in the implementation of this strategy  Only a collective effort, involving the entire community would bring about an improvement in our quality of life”.

      Is-seperazzjoni tal-iskart hi essenzjali -AD

      Alternattiva Demokratika-The Green Party tinnota b'sodisfazzjon il-fatt li l-Ufficju Nazzjonali tal-Istatistika f'kolloborazzjoni mad-Dipartiment tal-Immanigjar tal-Iskart qed jaghmel studju dwar il-kompozizzjoni tal-iskart domestiku. "Dan l-ezercizzju se jghin biex insiry nafu aktar dwar x'tip ta'skart qed jintrema mid-djar u din l-informazzjoni tista' tghin biex pajjizna ikollu success fil-politika tieghu dwar l-iskart" sostna l-Kelliem tal-AD dwar l-ambjent u s-sahha Mark Causon.

      L-aktar aspett inkwetanti ta'dan l-istudju hu l-fatt li  10 % tal-iskart li nipproducu hu maghmul mil-plastik li hu uzat l-aktar fil-packaging u l-kontenituri ta'diversi prodotti.  Il-Kelliem tal-Alternattiva Demokratika ghas-sahha u l-ambjent Mark Causon zied jghid li : “l-plastic ma jistax jerga jintuza u difficilment jista' jigi riciklat. Il-plastik mhux biodegredabli, jarmi dhahen velenuzi jekk jigi incinerat u jaghmel hsara kbira lill-flora u l-fauna tal-ibhra taghna meta jispicca fil-bahar. Ir-rimi ta' flixken tal-plastik u packaging iehor sar tehdida ghall-kwalita tal-hajja taghna lkoll".

Fid-dawl ta'dan kollhu l-Alternattiva Demokratika tappoggja incentivi fiskalifavur l-uzu ta' kontenituri riciklabli jew li jergu' jintuzaw. Naqblu wkoll mal-applikazzjoni tal-principju li min inniggez ghandu jhallas f'dan is-settur.  “Huwa ferm pozittiv li  4% tal-iskart hu maghmul minn kontenituri tal-hgieg li jistghu jergu' jintuzaw. Nittammaw li permezz ta' dawn l-incentivi fiskali jizdied il-persentagg ta'skart riciklabli jew li jistgha jerga' jintuza. Dan hu vitali ghall-izvilupp sostenibli ta'pajjizna",sostna Mark Causon.

      Il-Kelliem tal-AD ghas-sahha u l-ambjent zied jghid li dan l-istudju juri li l-parti l-kbira tal-iskart generat jistgha jigi riciklat jew jista' jerga jintuza. Fil-fatt 59 % tal-iskart generat hu skart organiku. 7.5% tal-iskart hu maghmul minn karti u kartun u 5% tal-iskart hu maghmul minn drap u tessuti ohra.

Mark Causon esprima l-inkwiet tal- AD li ammont zghar ta'skart perikoluz prezentament qed jispicca f'tahlita shiha ma skart domestiku iehor."Huwa pozittiv li anqas minn  1% tal-iskart huwa perikoluz. Madankollu l-prezenza ta'dan l-iskart hi inkwetanti hafna fin-nuqqas ta'politika ta' seperazzjoni ta'skart ghax skart organiku uzat ghall-kompost jistgha jispicca imniggez b'dan l-iskart. Is-seperazzjoni tal-iskart tahdem biss jekk fil-pajjiz ikun hawn kampanja edukattiva qawwija. Il-leaflet mahruga mill-Progatt Skart hi inizzjattiva pozittiva f'dan il-qasam. Ghandu jkun hemm ukoll kampanja intensiva fl-iskejjel u fuq il-media. ".

      Il-Kelliem tal-AD Mark Causon zied jghid li "s-seperazzjoni u t-tnaqqis tal-iskart huma c-cwievet ta'politika nazzjonali dwar l-iskart li tirnexxi.  Is-socjeta civili li tinkludi lill-ghaqdiet non governattivi, l-kunsilli lokali u l-pubbliku ghandhu jkollha rwoll centrali fl-implimentazzjoni ta'din l-istrategija.   Huwa biss permezz ta' sforz kommunitarju li f'dan is-settur jista' jkun hemm titjib fil-kwalita tal-hajja".
