In Judah, the critical view is that centralization occurred under Josiah, or Hezekiah a little earlier, rather late in the monarchical period.
My repsonse: Our own Liz Fried recently called this into question in a very important article. Simultaneously, Nadav Naaman published an article that (although coming to somewhat different conclusions from Liz) also calls this into question. I recommend them both:
L. E. Fried, 'The High Places (bamôt) and the Reforms of Hezekiah and Josiah: An Archaeological Investigation', JAOS 122 (2002), pp. 437-65.
N. Na'aman, 'The Abandonment of the Cult Places in the Kingdoms of Israel and Judah as Acts of Cult Reform', UF 34 (2002), pp. 585-602.
