- On Monday, January 10th, the City Council will conduct a study session regarding an "Update on Sustainable Communities Strategy (SB375) and Regional Housing Needs Allocation (RHNA) Process." Staff will provide an overview of the efforts underway regionally to establish development strategies to reduce greenhouse gas emissions and by focusing future development (through 2035) closer to transit and establishing higher density, mixed use and walkable communities throughout the Bay Area (and elsewhere in the State). This "Sustainable Communities Strategy" is intended to implement the provisions of Senate Bill 375, enacted in 2009. Staff will update the Council on the key steps upcoming this year to develop Vision Scenarios and to establish Housing Need numbers (RHNA) for the next housing cycle from 2014-2022. Staff will provide virtually the same presentation to the Planning and Transportation Commission on Wednesday, January 12th.
- On Wednesday, January 12th, the Planning and Transportation Commission will consider the traffic study for the California Avenue Streetscape Plan, and in particular the recommendation to approve a reconfiguration from four traffic lanes to two traffic lanes. The Commission will consider recommending to the City Council approval of a Negative Declaration for the project and establishment of a Capital Improvements Program (CIP) account for the project. The Council will hear the item on February 7th or February 14th. The project also includes a number of streetscape amenities, including benches, landscaping, bike racks, artwork, and upgrades of the plaza near the Caltrain station. These components of the project are included in the environmental review, but the design of those items will receive considerably more scrutiny in community meetings and reviews by the Architectural Review Board, Planning and Transportation Commission, and City Council over the course of the spring and summer of 2011.
