      Background/General description
      The Latin America and the Caribbean External Affairs group (LCREA) is a
      dynamic team of communications professionals dedicated to advancing the
      World Bank's mission in the region. Knowledgeable, multilingual, and
      multicultural, the team brings to its task a mix of adaptable skills and
      experience. LCREA generates the enabling environment for the successful
      implementation of the Bank's Latin America and the Caribbean
      development strategies, programs, and projects by building partnerships
      that provide stakeholders with important information and advice related
      to development choices and risks. The aim of LCREA is to improve
      understanding and support among key audiences (external and internal)
      for an agenda that centers on raising the region's voice on global
      issues while supporting, at the national level, economic and social
      development that benefits all people, not just elites. It advances that
      agenda by influencing decision makers and opinion builders, by
      articulating the region's issues in clear and actionable terms, and,
      as noted, by building coalitions to pursue those issues.

      LCREA is looking for an enthusiastic and talented Regional Online
      Communications Officer to be responsible for supporting this strategy
      and communicating the region's goals, results and challenges through its
      website - www.worldbank.org/LAC .
      The World Bank's Latin America and the Caribbean website is a
      primary vehicle for communicating with a global audience on the
      Bank's work and results in the region. This job entails
      conceptualizing and producing new content in line with the regional
      communications strategy and in response to rapidly changing development
      issues related to Latin America and the Caribbean.

      Duties and Accountabilities
      • Managing day-to-day operation of the region's select sites
      and the creation of additional unit-related content.
      • Ensuring that each site is aligned with regional, network,
      topic, and country priorities, as well as the Bank's web policies.
      • Preparing and maintaining a web editorial calendar in
      coordination with regional, country and corporate communications staff.
      • Applying editorial process and approval workflows in the
      Bank's web content management system.
      • Working with the regional units in writing and editing content
      or commissioning specific content to be written by online writers or
      staff elsewhere in the region and selecting content for translation.
      • Overseeing and providing direction to writer(s), online
      producer(s), and others engaged in web publishing in the region.
      • Reviewing and editing content prior to web publication.
      • Reviewing and monitoring sites for quality and timeliness.
      • Establishing and managing key performance indicators and
      reviewing web metrics reports; sharing results with the regional staff.
      • Overseeing user research and determining audience needs; acting
      on audience feedback.
      • Developing online campaigns (content, marketing) to target key
      audiences, and measuring success in achieving them.
      • Managing and contributing to social media activities developed
      within the regional strategy.

      The Regional Online Communications Officer supports the Senior
      Communications Officer in raising the visibility and improving the
      structure of online communications in the region, particularly by:
      • Translating strategic objectives for the region into online
      communication action plans.
      • Implementing the online communication action plan, using social
      media, multimedia, and other tools where relevant.
      • Implementing the region's multilingual online strategy.
      • Identifying opportunities for the region to use existing and
      emerging online tools; providing support and one-to-one training for
      current and emerging online communication channels.
      • Participating in related web governance groups to represent the
      regional views, sharing knowledge, and ensuring good practices.
      • Advocating and articulating areas of change needed on the
      Banks' website for the region.

      Selection Criteria
      • Master's or Bachelor's degree in Communications,
      International Relations/Public Affairs, Journalism, Marketing, Political
      Science or other related disciplines, with a minimum of 5 years (with
      Master's) or 10 years (with Bachelor's) of relevant experience.
      • A minimum of five years' experience in writing and/or
      editing for the web.
      • Proven writing and editing skills, with a strong command of
      English and Spanish, as well as ability to convey complex ideas in a
      clear, direct, and lively style.
      • Full knowledge and applied work experience of social media
      principles and web 2.0 technologies.
      • In-depth knowledge and understanding of project management
      concepts as they relate to the implementation of complex,
      multifunctional projects.
      • Ability to initiate and manage a continuing editorial process
      and to conceptualize and execute the online packaging of content.
      • Strong diplomatic, interpersonal, and teamwork skills;
      demonstrated client orientation; sensitivity to working in a
      multicultural environment.
      • Ability to problem solve, with strong investigative/research
      • Ability to work capably under stress and to juggle multiple
      tasks within tight deadlines.
      • Experience working on cross-functional teams.
      • In-depth knowledge of development issues in Latin America and
      the Caribbean.
      • Experience producing for the web (basic knowledge of HTML and
      Photoshop preferred).
      • Experience in web analytics, search engine optimization, and
      online marketing.
