ANSWER: when specifying ZoomLevel you must also specify lat,long coords for the map center in the <channel>. It seems like this is a bug, but perhaps that is what they intend.
BTW, I clicked on your xml link and IE6 on Windows XP just came up blank. In my experience, IE6 in Windows 2000 will actually show me the xml source. Anyway, I then simply "Save Target As", and looked at your xml - that's when I saw that center coords are absent.
