As Commander-In-Chief of the armed forces, the President does, in
fact, have the potential to have an impact on policy within the U.S.
However, I agree, that in general and legal terms, just because the
President has a stance on a matter does not mean the government
"recognizes" the religion. The military caveat to this condition has
already been covered sufficiently.
But that's okay, because it's Wicca they want protected, not
witchcraft /per se/.
