I feel it's spelled out quite simply in Liber AL. I believe it was in the Old Comment that AC opined that the Beast and SW were a sort of Pope and She-Pope.

Some day, probably 50 or so years into the future, long after I have left this incarnation, there will be a Thelemic denomination whose leaders will be known as Beast and Scarlet Woman.

This sort of agrees with my point too. That if there is a Beast and Scarlet Woman today, they are trying to "push" the Eon of Horus through temple work, rather than being World Teachers.
