PSDR-IQ does have an irritating 'feature' if you run the program without the USB interface connected or powered up, it deselects one or both of the settings on the USB tab, 'USBtoI2C' or 'HF BPF', but sounds like you have already checked that was correct.
On the Hardware Configuration page, make sure Radio Model is still set for SDR (Si570), and if you check the 'expert' box in the Si570 block, make sure:
xtall = 114285000, IF = 9000, divider = 4 and I2C address = 55.
If those are ok, rather than remove and re-install the program, you can just delete the database file PowerSDR.mdb and in effect that will get you back to the initial configuration.
There have been a few reported problems where something gets corrupted in that database file which prevents normal operation of the program.
