You might want to think about that a little bit first.
Part of the beauty of Scrum is the self-organizing/managing aspect of the
teams. It generally takes a few Sprints for the team dynamics to sort
themselves out and for the team to become effective in this respect.
Shuffling the teams around might get in the way of this.
As for collaboration between the teams: Each team will develop its own
"personality". Each team will learn how to deal with each other team's
characteristics. Once again, if you shuffle the teams around you might
actually make it harder for them to work together.
What I would suggest is that you put the question to the teams. Do they
think they should shuffle around, or would they rather stay fixed? Do
whatever they say.
