Have you tried to direct insert in SQL*Plus? Does the same happen? Rule out the DB first before investigating the Peoplesoft layer.
It is likely caused by your language setting for the database. If you are set to Unicode, or any English, Oracle will just strip out the commas, assuming decimals are dots.
Thus, if you are set to Unicode, you need to look into the NLS support options.

Subject: PeopleSoft DBA Forum Number feild in PeopleSoft
I have defined a feild as number which in 5.2 format. i.e i can accept 5 digits for integers and 2 for decimals. Am in Sweden and here we do not use dots(.) for decimal places. We use comas(,) here. So when I enter the 1.25 I will give it as 1,25. But PeopleSoft is ignoring the coma ans taking it as 125.00. Am I missing anything here. Has it something to do with my language settings. Please help.
