Tome and Blood is one of the books that isn't under what's called the "OGL",
the license that lets us republish parts of the rules from Wizards without
cost. Only Code Monkey Publishing (aka CMP) is authorized to resell the
non-free rules in a format that PCGen can use. If you go there, you'll need
to use PCGen 5.8.1 for now, and you'll need to buy all of the books you want
to use from them. PCGen's SRD isn't 100% compatible, code-wise, with the CMP
versions of the expansion books.
There's a separate list for List file help - called, appropriately,
PCGenListFileHelp, where you can post questions about how to customize the
list files - if you post questions there, don't mention the names or copy
exact text from any files. The group URL is

we're really good at telling people why we can't help them. :) However,
hopefully, the group will be able to give you some good advice on the List
File group. In the meantime, my suggestion would be to look and see if any
of the epic or prestige classes that are in the files have similar
