A CR8 creature may or may not have 8 HD -- it isn't a linear relationship.
A creature with only a couple of hit dice but a few special qualities (DR,
SR, and immunities come to mind, as well as some good special attacks) is
considerably higher than CR2, while a creature with 16 HD and no special
abilities isn't a CR16 creature -- it'll it mulched by a 16th-level party
in a couple of rounds, tops, with almost no damage or resource use on
As far as feats and the like go, the creature has a number of feats
(roughly -- depending on monster type) equal to about one-quarter the
hit dice (use the progression information from the MM), with some room
for addition or modification if the creature calls for it (lots of
animals don't have enough hit dice to really warrant a feat, but many
of them quite reasonably have Improved Initiative or Weapon Finesse).
Similarly, skills are based on Hit Dice + 3, with racial bonuses and
the like to balance things where needed.
Incidentally, the ECL of a monster can be roughly determined by
adding half the CR to the HD. The ECL cannot be less than the
creature's HD, and special attacks and qualities pump that up.
