It's now at 5.0, but from its What's new (and having used it once in
a while) this should do the trick:
What's new since Windows Commander 3.50:
Windows Commander Version 3.50 is a major release, which does add a
lot of new functions:
FTP client, with the following extended functions:
Resume aborted downloads
Downloads/Uploads in the background
Direct server to server transfers
Direct access to the Network Neighbourhood (drive \)
Encode/decode UUE, XXE and MIME files
New flat look (old 3D look configurable)
Minimize to the system tray area (near the clock)
Split / Combine big files to multiple smaller files and back
Directory hotlist to configure often used directories (CTRL+D)
Directory history list (ALT+Cursor down), go back/forward
Show hint window for file names which are cut off (configurable)
