Radio blackout refers to the behavior of HF signals, which propagate
long distances by bouncing off of the ionosphere. Normal is no
blackout. R1 means minor degredation of HF signals on the sunlit side
of the planet, with occasional loss of radio contact. The scale goes
from R1 - R5. See this link for more information.
