There might be a few reasons.. I just sent a bug report to APM. It
summarizes what I've gotten to work and not work. ALl of the status
monitoring is nonfunctional, but it does seem to partially work.
Disable 'apmd' and leave it disabled. But leave APM on. Then the
machine will poweroff OK. and it will even suspend/sleep if you close
