It was indeed a great pleasure to here your good selfs talk on TDR and
other developmental activities.Lot of information has been
given by you for the benefit of the citizens. I am sure that there will be
tremendous improvement in the life and city of Mumbai .My
congratulations and Best Wishes in your spirited ventures.
I have a feeling that the various thoughts and answers to queries raised
by the citizens could be put on Website so that the citizens at large could view
and assimilate the process of development. I am sure that your good self would
take up this.
As regards Development of Mumbai I have some views and issues in my
mind and I thought that I could express them to your good self.
1..What are the criteria adopted for redevelopment by Municipal and
Government authorities ? Is it the condition of the building, age of building or
2. In almost every area redevelopment of
building is taking place on piece meal basis. At that time the owners of the
building taken care of the development of the ;building only and the essential
infrastructure such as standard size of road, foot paths and the others like
sewerage, storm water underground system, various utilities are forgotten. This
results in continuation of the various civics problems. The municipal
authorities should carry out site inspection to decide the various requirements
andcall upon the
owners to set aside the area required for this purpose and then develop the
3..It is desirable to take up redevelopment of an area
as a whole so that the requirements of various infrastructurefacilities could be taken care. Additionally the additional sources
for electricity, water etc. show also be explored as substantial
requirements so that the residents would not suffer
4..Provision of better infrastructure is not sufficient.
Good monitoring of the use of the facilities for specific purposes reserved
should be regularly and continuous undertaken by the municipal authorities. The
habit of misuse should be nipped at the bud stage itself. In case they fail in
their duty the good work undertaken will slowly turn into night mare. No doubt
the citizens should give full cooperation to the authorities for this
5..In many areas the societies have been allotted plots
by the Collector and there is a specific condition that members of the societies
should be approved by the Collector and perhaps the Collector may levy some
premium for the new members. Similarly the existing members while redeveloping
may require additional area and in this case also additional premium may be
insisted upon by the Collector. We do not know the procedure followed
by other Government when permission is given for redevelopment. It is
possible they do not insist on any payment for redevelopment. The
policy for redevelopment for all the departments should be same and
whichever policy is presently favourable should be adopted by all
departments.. This question will have to be settled before
6..In the Pestomsagar, some societies have already
redeveloped recently. Further redevelopment on piece meal basis should be
avoided so that the various requirements of standard infrastructure could be
During the discussion in the meeting I gave some points for your
consideration. I am sure your good self will enlighten me on this
As regards, the problem with our society,(Bandhu Vijay
Co.op. Hsg. Scoy. Ltd., situated on plot No.28, Road 6 Pestomsagar, Chembur),
the land was allotted by the Government but the Sanad agreement though executed
by the Society has not been executed by the collector on behalf of the
Government. We had problems with regards to the occupancy price to be paid in
the case of some members and necessary payments lave been made. It l is
understood that the draft agreement for Sanad has been send by the Collector to
the Jaw and Judiciary Department of the Government. We have not been able to
know the further development in the matter.
Added to this, some of the members have transferred their
flats and approval is to be obtained. The Collector had in the Times of India on
15-06-01 issued a notification for regularisation but lit seems there is no
progress from their side.
We have again sent an E-mail to the Collector on this
subject and will inform your good self the further
We would request your good self to help us in sorting the
issues with the Collector. The members of the Society would like to call on your
good self personally for this purpose.
