Russia should fine bribe takers 100 times the amount of the bribe, Russian President Dmitry Medvedev proposed in his third address to the Federal Assembly on November 30.
“It has been shown that even the prospect of 12 years in prison does not stop some criminals. It seems that fines can be more effective,” he said.
The President also criticised intermediaries who played an important role in bribery as “bribe brokering,” saying fighting against corruption is still one of the main priorities for Russia.
“The intermediaries in bribe taking should be penalised under Russia's Criminal Code,” the President added.
