Greetings from Nepal.
The Great Yesterday(Nov 7), Nepal introduced the peace agendas. The
Seven-party alliance and Maoist leader sign historic agreement to end
decade-long conflict yeaterday. The major points of agreements are as
Ø Peace accord to be signed by November 16
Ø Maoist fighters to go to cantonment areas by November 21
Ø Interim legislature comprising 330 members to be formed by
Ø Interim constitution to be announced by November 26.
Ø Current HOR and national assembly to be dissolved.
Ø Interim government to be formed by December 1.
Ø First constituent assembly meets in June to decide on
v Two sides were observing a ceasefire for the past six months.
v Disarming of Maoists had been a sticking point in the peace
v Peace process hit another snag on whether future of monarchy
should be decided through a referendum or constituent assembly to
write a new constitution, meeting a key Maoist demand.
v Two side agreed five months ago to from an interim parliament
that would bring Maoists in to the political mainstream.
v This is the third time the two sides have tried to hammer out
a peace deal.
v Two previous attempts, in 2001 and in 2003,failed.
v First round of high -level talks was held on oct10,third on
oct12 and the fourth on oct16.
v Maoist conflict has claimed at least 12,500 lives.
