It must be a mistake, because US Constitution says you have to wait. If they break that promise people are even more likely not to do the census.. As a past census taker, it can be very hard to talk some people to do the census.

I have been asked before about the release date for the 1940 Census and gave the answer Apr 2012 as required by law.
Now comes the news on 05 Jan 2011 that NARA will release the 1940 Census on its Online Public Access Website in 2011.

Users can export the results as HTML, a XML or Text File.
NARA will make public the 1940 Census data and receive about 40 Terrabytes of electronic records from agencies in 2011 significantly increasing their electronic holdings.
This maybe a typo and they mean they will receive the data in 2011 and release it in Apr 2012 as required by law.
It does not say when in 2011 they will release the census data or how or if it will be searchable, certainly it will not be indexed.
