Got WinSCP and uploaded the files to the /tmp folder. Attempted to send the files and here is what I got:

a floppy disk to the server. You must have a floppy disk
in the disk drive with the following files on it :
You MUST have both files, even if only one is being updated!
The file names MUST match the above, or they will not be updated!
You can also copy these files to the /tmp folder on your node,
if you do not have a floppy connected.

Testing stn3346off.wav ... OK.

Both files tested OK, sending them to the server now ...

FTP is turned off on nodes typically for security reasons.
Use WinSCP (Google for that).
It's free, and uses a sub-set of the ssh protocol (already working on your node, use the appropriate port number, same as with PuTTY) to transfer files, and has a decent graphical interface on your Windows machine.
