I think it would be prudent to
understand the "rest of the story" from the scoutmaster before
being judgmental of the result.
Ignorance, expense, being overly busy, etc.?
I know I much prefer a helping hand instead of criticism.
I prefer to think Scouters seek to understand, then to act or
voice an opinion.
